بررسی چالش‌های تدارکاتی در افغانستان: مطالعه موردی میکانیزم‌های قابل‌ استفاده در تسریع پروسۀ تدارکات

چکیده

This research examines the procurement challenges in Afghanistan and how effective mechanisms can be used to accelerate the procurement process. The main research question is "Which challenges affect the procurement process in Afghanistan and which mechanisms can help speed up this process?" In response to this research question, a qualitative research method including observation and interviews with procurement experts, document analysis, and field surveys has been used. The results of this research show that there are major challenges such as insufficient human capacity, systematic corruption and complex bureaucratic processes that lead to delays in procurement projects. Inadition, mechanisms such as digitalization of processes, continuous training of employees and creation of independent regulatory bodies have been identified as effective methods to accelerate the procurement process. This study emphasizes the necessity of implementing these approaches in order to improve efficiency and transparency in Afghanistan's procurement system.
